How to bid

Four steps to price work with Vanguard

We value long-term trade partners. Every bid is evaluated on price, schedule, safety record and scope completeness.

  1. Step 01

    Download the package

    Open solicitations include a bid package summary with scope, key dates, bonding and submission requirements.

  2. Step 02

    Confirm intent to bid

    Email the procurement contact listed on the tender to receive full drawings, specifications and every addendum.

  3. Step 03

    Meet prequalification

    Provide your safety record, bonding letter, insurance certificate and license details with your pricing.

  4. Step 04

    Submit before the deadline

    Send your sealed bid by the submission deadline. Late or incomplete bids are not considered.

Minimum bidder requirements

  • Experience modification rate (EMR) of 1.0 or lower
  • Performance and payment bonding from a Treasury listed surety
  • General liability of $2M per occurrence, with umbrella coverage
  • Active state licensing for the trade and jurisdiction
  • Written safety program and OSHA 30 trained site leadership

Each tender lists any additional licensing, insurance or participation goals that apply to its scope.
